IPT 23-05 Project / Financial Analysts - All Levels  - St. Inigoes, MD 
Position Description:
Project Analyst Function: Applies analytic techniques to evaluate project and program objectives in order to analyze requirements, status, budgets, and schedules. Performs management, technical, and business case analyses and assists in collecting, organizing, and interpreting data related to ATC&LS Division acquisition and product programs. Tracks program and project status, ensuring alignment with timelines and budgets. Follows Government-instituted processes for documentation, change control, and data management. Supports and guides junior staff and collaborates with senior team members in applying analytical techniques and methodologies to enhance project outcomes. Proficiency with the use of Microsoft  Excel is required.

Budget (Financial) Analyst Function:  Provides budget execution support, financial, accounting, and cost data reporting for ATC&LS Division technical projects and programs. Conducts quantitative analysis of financial data and assists project managers by providing recommendations to ensure financial accuracy and alignment with project objectives. Develops budget estimates for completeness, accuracy, and compliance with established procedures and regulations while analyzing budgeting and accounting reports. Utilizes N-ERP to perform financial execution functions and assists with data calls as required. May also support more experienced analysts, applying analytical techniques and methodologies to contribute to the financial management of the projects.

Education: 
  • Bachelor’s Degree in Business Administration, Business Management, Project Management, Economics, Finance, Accounting, Data Analytics / Management, or related derivative degree.
  • Allowable Substitution:
    • Six (6) years of work experience in addition to the required experience may be substituted for a Bachelor’s Degree. (Junior / Journeyman)
    • Associate’s Degree plus four (4) years of work experience in addition to the required experience may be substituted for a Bachelor’s Degree. (Junior / Journeyman)
    • Bachelor's degree plus four (4) years of work experience in addition to the required experience may be substituted for a Masters Degree. (Senior)

Minimum Experience: 
  • Junior - no specific experience required other than what is identified in the function description above.
  • Journeyman - Three (3) or more years of experience
    • Of the minimum three (3) years of experience required, at least one (1) of those years must include project or program management experience supporting Navy or other DoD programs.
  • Senior - Ten (10) or more years of experience
    • Of the minimum ten (10) years of experience required, at least three (3) of those years must include project or program management experience supporting Navy or other DoD programs.

Clearance: US Citizen with the ability to obtain a DOD Secret clearance. Selected applicants will be subject to a security investigation and will need to meet eligibility requirements for access to classified information.
